How California remembers its dead, and its pets
In places where cremation is as common as it is in California, where about 70.5%[5] of people are cremated, ashes give families more freedom. A stone doesn't have to sit over a grave. It can mark a scattering spot, hold a portion of ashes in a cavity or stand in a patio planter, and it can move with you when you do.

What California allows for pet graves and markers
Three sets of rules decide where a pet memorial stone can go in California: the public rules on burying a pet, private rules from your homeowners' association, landlord or strata, and the marker rules of any pet cemetery. A stone over buried ashes or in a planter usually raises no issue at all; a whole-body grave and an upright headstone raise the most questions.
City of San Diego Get It Done publishes San Diego's official guidance. Note that it deals with public collection, not with booking a private cremation. California keeps an official directory of local governments; use it to reach the county or city office that covers San Diego.

How to choose, order and set a pet stone
- Note exactly where the grave is today. Pace it out from two fixed points, such as a fence post and the back step, and take a photo before the soil is raked flat.
- Cover the fresh soil with something heavy and flat, like a paving slab or an upturned planter, so digging animals leave it alone while it settles.
- Leave the permanent stone for a few weeks. In the first days everything seems to need deciding at once; this decision keeps until you've had some proper rest.
- Top up the soil as it sinks. A new grave often drops a few inches; add soil, firm it with your foot and wait for it to stop moving.
- Measure the settled patch and choose a stone wide enough to cover most of it, which also discourages anything from digging there later.
- Set the finished stone on gravel over the firmed ground, and once a good downpour has been through, put a level on it a second time.
Making the stone a place to visit
San Diego's mild climate suits garden memorials all year round. A tree or shrub planted with a biodegradable urn, a succulent bed around an engraved stone, or a bench in a shady corner of the yard are popular choices, and drought-tolerant plants suit the local water situation.
